No – a 503 Service Unavailable is some kind of temporary condition. Contrary to the 4xx errors that may be used to make a user aware of a problem (not in the server) (e.g., 404 Not Found: missing page), 503 means that the server is deliberate refusal/inability to service requests at this moment. It is being hoped that the service will be returned. Nevertheless, the error can be sustained unless the cause of the problem (e.g., a malfunctioning database, capacity constraints, the peculiarities of service setup) is fixed. Therefore, it is not permanent but can be extended unless dealt with early enough.
